This is becaus any lower caste person could over throw rulers and become king by performing rituals with the help of Brahmanas. For example, Dantidurga, a Rashtrakuta 

cheif became king by killing Chalukya ruler and by performing ritual.

this period here refers to the time when the kings and kingdom system prevailed in india.

India in the was divided into several provinces which were ruled by their respective Kings.

so,

to become a king in that period it was necessary to be a kshatriya.

the kings and their Kingdom ruled India for more than 700 years.

the Queen of India was the queen of England., that is I am talking about the East India Company rule over India.

before that time the entire Indian continent was ruled by the ruler.

during this time,

being a kshatriya was very important because at this time the varna system was practiced very strictly.

in varna system, the ruling powers were only given to the people who belonged to kshatriya class that is the kings and their family,

the next were the vashyas who worked for their sustenance and provided raw materials and other life-sustaining amenities to the society

and,

at last came the shudras who were called as born labourers.

also, kshatriya were at the second position because the first position was occupied by the brahmins, who were considered as one of the most important an integral part of the society.

during this time,

the kshatriyas were given the ruling power that is those people who were born in this class could only rule the society.

So being a kshatriya was very important to gain or succeed the kings.

but, when a province was captured by another ruler by the means of War or malicious activities Nepali system was not quite strictly followed but still the people opposed for a kshatriya king.

hence the entire society was divided into four special groups this is known as the varna system and this system entitled kshatriyas only to rule the society.

we can say that during that period or I should say during the ancient period it was very necessary for each and individual whoever is aspiring for becoming a king of the society must be a kshatriya.

usually, during that period the kings were succeeded by their children or their grandchildren.

also they are not many cases visible of that error when a kshatriya did not succeed the throne.
