YES , Common people are able to participate in the process of decision making in our panchayat or municipality.

*At the local level, it is possible for the people to directly participate in decision.

*This helps to inculcate a habit of democratic participation. Basically the local government is the best way to realise one important principle of democracy, namely the Local Self-Government.

For example, a local government (Panchayat or municipality ) would almost certainly, if not definitely understand the transportation demands of a specific route much better than the federal government and can make decision accordingly.People may also suggest certain possible routes which can lead to same destination in a shorter period of time.

I think common people are not able to participate in the process of decision making,as most of them are illiterate,and many people,especially the women and the poor do not have time or facility to take part in these public matters.They are too busy earning livelihood for their families
