no it's not expensive nor a burden bcoz it increases the integrity of one's country and brings on the democracy

Yes and this is one of reason behind corruption in India politics. 
Govt. must provide financial aid to recognized political parties on their past voting records. 
Ban must be imposed on TV ads,banners,posters and other publicity material. 
Election commission must get more powers. 
restricting candidature from more than one seat. 
Restrictions on using airplane,helicopters and more than 3 vehicles in campaigns. 
Only 4 public meetings in each constituency. 
There are lot of positive suggestions but no one ready to hear the voice.
