no, general Dyer's decision was wrong
On 13th April 1919 , Rowlatt Act came into existence. Many leaders gathered in the Jallianwala Bath, Amritsar, to discuss the measures to be taken and support non violence, it was a peaceful gathering.Many people came to take part in the Bhaisakhi festival fairs. General Dyer closed all the gates. He ordered his troupes to fire upon the innocent civilians.

No this is not correct becuase in this many people killed by soldiers.
