Yeah that are all needed but one more thing is also needed which is confidence. For a speech you should have self-confidence. Lack of confidence can make you nervous in front of the public. Your speech should be good enough to attract everyone's attention.
I think that the dressing and all is the second thing,and first thing should be the confidence,language and all...
