if it is a monarchy then you cannot complain but if it is a denocracy then the one having control cannot exercise his power as the government actually runs on wish of people

Yes Control allows exploitation because of the following reasons :

1.  Control allows the exploitation of controlled state. The British control in India and other countries allowed British to exploit their resources and drain their wealth.

2.  Control allows exploitation of controlled people. They are denied the freedom, rights and liberty.

3.  Control allows the destruction of controlled country.

4.  Control allows the exploitation of slaves and serfs by their masters and lords as they are considered as their property.

5.  Control allows domination of culture of powerful over the controlled state.
