No, Indian democracy is not based on a caste system.

EXPLANATION:

Caste system has been a part of India since Vedic period and it became so evil a practice that people of some caste were considered as untouchable.

The situation worsened during British rule. But after India got independence, Constitution of India had made provisions to abolish untouchability in India to prevent discrimination of these groups.

And, in a democracy every citizen whether belonging to any religion, caste, race, everyone is equal. But, because the practice of untouchability was there for a very long time the people were sidelined from mainstream.

So, the Constitution of India provides reservations in educational institutions to such people to bring them into the mainstream. So, it cannot be said that Indian democracy is caste-based.
