This is because of the following reasons:

a) The Constitution gives freedom to it's citizens to choose their representatives which means a democratic government is chosen by the citizens of a country. Hence it is the responsibility of the government to involve the people in desicion-making process since these decisions are made for the country and will definitely affect the citizens in one way or the other.

b) The citizens of a country have a fair right to know whether the decisions being made are wrong or right. A democratic government gives room for public activities which definitely involves the right to participate in decision making.
