yes Khushwant sing grandmother was happier in village than city. In village she used to feed the stray dog in the street when she went to leave her grandson to school.It gave her an unusual pleasure.But at city there were no,t diya which she can feed.In city she used to feed sparrow

Other reason of there sadness was that there is no religious studies in the school of city.Thus we can say yes she was more happy in village than city.
