Yes because the Panchayati Raj has its own rule as it has five members named as panchs and one surpanch. they took decisions and if one deny it then they all have to accept it. same as our democracy made election and gave right to public to choose their ruler

Panchayati raj, in India, came into function in 1993 with 73rd constitutional amendment. A process of decentralization of power up the the village level. as envisaged, by Mahatma Gandhi Ji and also mentioned in the Directive principle of the state policies of the Indian constitution. But actual power of PRI was never disbursed by the concerned state government (Panchayati raj comes under state subjects). In this regard we can say that PRI have strengthened the democratic values of the country but there are still several challenges with the PRIs as follow:
