no. Peggy didn't mean to bully wanda. she was a very calm girl who cared for even the animals. she asked those wierd questions to wanda coz wanda gave her unexpected lies. she got angry with her lies and hence talked to her in that bad way, else Peggy was a innocent girl who saved small ppl from bullies.

this explains that Peggy was not bullying wanda, but asked her simple question for fun!!!!
