yes but it works when one knows that when to punish some one or when to reward it depends on that guy on which it applied

yes, I think punishment and rewards helps in better the long run because when any man can receive punishment it study a lesson and it never repeat that mistake. And when he /she got rewards then confidence increases and he /she think to do more better .
