Do you think sending a portrait would carry the same weight in today's society? Do you think if the President sent his picture to an ally of the United States, it would reaffirm any relationship? How is it different today? How has society changed its perception of authority?

Yes I feel sending a portrait would definitely carry the weight in present era just like it used to be before.

The reaffirmation of relationship by sending picture can't be guaranteed.

Picture and portrait are different things.

Gifting a portrait is still makes someone feel special but pictures being so abundant these days have lost its charm.

The society now doubts the intention of the government or  authority though in earlier days the scenario was not like this.
