No, Soapy was doing very wrong thing by trying to get arrested because Stealing is always a criminal act in any society that has laws regarding property . Bear that in mind first and foremost. Legal systems don't decriminalise an action just because of extenuating moral circumstances. But it is still a moral wrong in the absolute sense.
