No, coalition government is unstable and acan be dismissed at any time.
But getting a clear majority is very difficult

yes it more more effective if a coalition gov is formed at the centre. when 2 or more parties come together in an alliance for public good the parties are aware or more problems and take a decision which is ultimately good for all ( as for making the decision it would need the consent or others as well)
