Yes the increasing or decreasing of the pressure can change the state of the matter. Really it's a great process where the matter would change when the state of the solid to liquid the energy is liberated. Here when we increase the pressure and decrease the temperature the matter of any object would change. Therefore I conclude that yes the matter can be changed by increasing or decreasing the pressure.
