Yes,  in Lencho's perceptive, he thought that post office employees have stolen the 30 pesos, also he wasn't aware of that they had really helped him.  

so, according to him if god had really sent the 100 pesos, it was directly possible that only the post office employees have stolen the money . so he was right to call the post office employees a bunch of crooks in his perceptive.
