Yes . Tughlaq was a genius of that ttime but also a on the other side created the bronze coin system and the result was flop . So the answer is no at this time yes at his time

Mohammad bin tuglaq was a genius of his time because he though of shifting the capital from Delhi to Kolkata which would be safer . also , he was the first one to think about fixed money value i.e. coins.
but the thing which he lacked was proper administration which results in the debates of today. also , the bronze and gold , all coins , whatever element they were made up of , had same importance or value.
they were his weak points.
whether Mohammad bin tuglaq was a genius or not , it depends on personal point of view but according to me, he WAS a genius.
