Yes . I think one has to say no to his friend sometimes .

Not sometimes , even everytime whenever his friend will go for doing bad things .

The first work of friend is to help not in wrong way but to teach right things instead .

Let us suppose ,
One's friends wants to kill someone , then it is not that he/she should always support and back up for doing any activity . Imstead he/she should oppose him and try to convince him .

That's the work of friend .
