This statement means that will having a good relation with USA will help the economic progress. According to me, having a good relation with USA will benefit us in the long run, as they have military superiority and can be of our use at some point in time. Though, it will be beneficial for us  we are still safe and we also have steady relationship with Russia which is another major military power.
