Following provision proves though India is federal in nature but its soul is unitary: In legislative matters, the Union Parliament is very powerful. It has not only exclusive control over the Union list and the residuary powers, but it has also dominance over the Concurrent list and the State list.

The Constitution of India established a federal system of government. It contains all the usual features of a federation, viz., two government, division of powers, written Constitution, etc. However, the Indian Constitution also contains a large number of unitary or non-federal features, viz., a strong Centre, single Constitution, single citizenship, the flexibility of Constitution, and so on. Hence, the Indian Constitution has been variously described as ‘federal in form but unitary in spirit’, ‘quasi-federal’ by K.C. Wheare, ‘bargaining federalism’ by Morris Jones, ‘co-operative federalism’ by Granville Austin, ‘federation with a centralising tendency’ by Ivor Jennings, and so on.

The Indian Constitution has both- federal and unitary features. We can also say that the Indian Constitution is fereral in form and unitary in spirit. It means that though the state governments have the right to administer their own states, the central governement can dismiss the state governenments under Article 356.
