Yes, the growth of modern industries were stopped by the British during the British Raj.

The British treated India as a place where only the raw materials were produced and then exported to Britain to let it be finished because of India's higher quality raw product.

If India started developing her own industries then their this grand scheme will fail.

If India, started developing it s own industries, the dependency of India on Britain will stop. Britain will lose its position of having favourable balance of trade. Thus, they did not want India to develop its own industries.
