Apparantley they weren't.
As we know that they went to a fair and we know that it is easy for an child to get lost in places like these. So due to the huge crowd he may have got lost from his parents without the knowledge of neither him nor his parents.
So I think they weren't irresponsible. It all happened due to the huge gail(word used for crowd).
