YES, IT HAS A LOT MORE TO DO WITH THE BLOOD VESSELS, BECAUSE WHENEVER BLOOD VESSEL BECOMES RIGID OR STIFF( ATHEROSCLEROSIS) BLOOD VESSEL LOSES ITS CAPACITY TO CONTRACT OR DIALATE DUE TO WHICH IT IS UNABLE TO TAKE CARE OF THE FLUCTUATIONS DUE TO WHICH BP MAY RISE OR BECOME LOW.

Yeah the stiffness of blood vessels the elasticity of it plays a great role in circulation, as if there is less elasticity it means the blood vessels are getting stiff it might happen due to aging that's why there is always high blood pressure in old age people as due to stiffness blood exerts more pressure on the walls leading to hypertension and blood pressure problems
