Thomas Mueller is not underestimated. In fact he is highly rated and he makes the list of the best players in the World every year.
But the league he plays in isn't competitive at all, making it predictable and boring. So it's not given much attention outside Germany. The only time it gets some attention is when one of the big clubs from English Premier League or La Liga is interested in a player from one of the clubs in Bundesliga. So Mueller doesn't get much attention from mainstream media.
But make no mistake about it, Thomas Mueller is one of the few remaining breeds of the old fashioned, traditional attacking midfielder, the No.8. And he has been the best No.8 in the world for the past 7 or more years.
No big club has tried to buy him because he's expensive and a No.10 is preferred over a No.8 in modern football.
