no the cells of an elephant would not be larger than the cells of a rat.
in every organism the size of the cell is same.
but the size of the organism depends on the number of cells but not on the size of the cells .

yes I think that the cells of elephant are bigger than cells of rat as the the size of elephant is much bigger than rat so the organs of elephant are big than organs of rat so cells making the organs of elephant are bigger than cells of rat
