Bengal was partitioned by lord Curzon who was the than viceroy of India (1855–1905). The official reason for dividing Bengal stated by Curzon was that it was difficult to run the administration smoothly with having 78 million population in Bengal and hence dividing Bengal would make the administration run effectively.
