No, I don't think that the narrator is a good friend of BALDEV because he didn't tell anything about Baldev and his son, to the Collector. And also he didn't complained about the police for arresting Baldev's hefty Son without any reason/guilt.
And Premchand was not interested in telling the plea of the people to the Collector.
