Keeping a promise is a moral virtue. The Mayor and others who hired the Pied Piper make a promise but did not keep it. Their action revealed their dishonesty, greed and materialism. The Pied Piper took away all the children of Hamlin as a punishment and to teach them a lesson. He did the right thing because those children don't deserve to live and grow up in such a corrupt town.

I also think the Pied Piper did the right thing because if he did not remove those rats in Hamlin, the children would have suffered much and died of an epidemic of plague.

If the people of Hamlin had kept their promise, they would have lived happily ever after with their children. According to the legend, a child who survived said the children were taken to a beautiful place. Perhaps they are living happily ever after in that beautiful place.
