Do you think the punishment given to the convict was justified? Why/ why not? Why is the convict eager to reach Paris?

I think the punishment given to convict was not justified because he only stolen some food under some circumstances as his wife was ill but he had given very serious punishment and treated like animal. he was eager to reach Paris because Paris was populated city and he can escape him easily
