Yes, the author took every possible opportunity to make fun of Mrs. Packeltide, Ms. Mebbin and Loona Bimberton.
First, he writes about Mrs. Packeltide's apparent jealously towards Loona's popularity for her stunt with the plane ride, and later, in the tiger hunt, where she pays money to hunt a senile old tiger, which dies not because of her poorly aimed shot, but because of its age. Also, later he tells us how she is afraid of the truth about the tiger's death reaching Loona and pays an outrageous amount to Ms. Mebbin.
Ms. Mebbin, on the other hand, is a completely different character. Money being the only thing she cares about, she pretends to believe that Packeltide truly killed the tiger.
Loona, on the other hand, is ridiculed by writing about her jealously in the end of her story.

The whole story is satirical and fun has been made on each character. For example; the story begins with the explanation of Mrs. Packletide’s wish to kill a tiger. It says that she did not wish to kill the tiger to save the people from those ferocious animals. She did not wish to attain nirvana by killing a tiger. Similarly; the story tells us how Loona Bimberton talked of nothing else but tigers during her flight. The story also tells about unique character of Miss Mebbin and how did she manage to get the money to buy a cottage.
