One reason Winnie decides not to drink the water is because she wants to experience life at other ages than only ten years old, the age at which she first meets the Tucks. When a person drinks the water, they are frozen at that age for eternity.

decided not to drink the water because I would miss my parents and I want to be a normal person. There are some good things that could happen, though, like, you could do anything you want and you can't get hurt and you will see the world change around you. That will be cool
