Yes, I think the bishop was right to protect Jean Valjean, who after 19 years of hard labour, was taken in by him in Christian charity. Even when Valjean, in a hasty and thoughtless act, steals the bishop's silver in the night and is caught the next morning, the bishop gives him two more silver candlesticks.
