yes the conductor charge when when current passed through it .......there are two methods to charge a conductor ......inducation and conduction

no the conductor never get charged because they let the current to pass through them hence the current flows through them and then to the earth but insulators get charged when current is passed through them as they don't let the current to pass through them hence the charge remain inside them they become constant
