A clear YES!. First let me make you clear with what is the basic work of a diplomat. There's a word called as शांति दुत in Hindi who works for welfare of his organisation. The same thing is with a diplomat. He person in party who negotiates and supports his party's objectives and demands whenever he's told to represent the party.
