Any body in motion/ rest will remain in that state unless and until an external force is applied.
If the force is opposite, then a body in motion will come to rest and a body at rest will go in motion. There will always be change in the state of motion when force acts on the body.
Newton's 1st law of motion: A body in motion will reamin in motion unless and until external force is applied. A body at rest will reamin at rest unless and until external force is applied.
