Force is an independent entity. When force acts on an object, it can move the object.

To answer your question, does force needs to have mass: No, force doesn't need to have a mass. In fact, Force can not have mass. Objects have mass.

When a force(Let's say F) acts on an object, (the object will have some mass, let's say M), then the object will move.

The acceleration of the object will be a=F/M
