Does a particle need a magnetic field to be affected by a magnetic field?

❱ So the electron at rest is affected by a time-varying magnetic field, though indirectly--via an induced electric field. Without considering induced fields: An electron will align its spin.

Explanation:

If any charge particles is at rest or in motion then it create its own electric field but when its moving then it generate a magnetic field and when it come contact with other magnetic field then it get affected by that magnetic field ..

Thank you
