Normally air doesn't conduct electricity but when high voltage is passed then it conducts electricity. Example in lightning the air conducts electricity because of high voltage.

AIR IS NOT A CONDUCTOR OF ELECTRICITY BUT WHEN THEIR IS LIGHTING IT CONTAIN HIGH AMOUNT OF ELECTRICITY SO AIR HAS TO ACT AS A CONDUCTOR.
