Liquids, because they flow, can occupy whatever shape their container has, so they do not have a fixed shape. Because the particles in liquids are very close together (barely further apart than in solids) liquids do not easily compress, so their volume is fixed. ... They do not have a fixed volume.
Water being a fluid has the tendency to flow in maintaining equal energy of its molecules at every point along its volume. So in maintaining it the water has to flow through out the available space and find its own level.
