Not always

Example if force is not sufficient move an object placed on a rough surface

if frictional force is equal to applied force there's no motion

however

if net force is zero the object is never accelerated

it either remains at rest or constant velocity(eg like in space if a ball is thrown it will go endless even though there is no force but in a constant speed /velocity
