In order to understand this you have to understand the concept of Atman/soul in Hinduism because Buddha existed during Vedic period of Hinduism. Also you should have idea about your definition of soul, the sense in which you use word soul (to avoid equivocation fallacy), concept of Annata, Nirvana in Buddhism.

1) Buddha said everything in our body isimpermanent (at stage of spiritual ignorance our existence is due to combination of aggregates like form, sensation, perception, mental formations and consciousness) and there is not self/soul and when you understand and realize this impermanence through Vipassana then you achieve Nirvana and that nirvana is permanent. There are two kinds of Nirvana Sopadhishesa-nirvana (nirvana with a remainder.) When Buddha achieved this he actually realized something which is infinite, eternal and permanent which is similar to Atman/soul and another type is Parinirvana or Anupadhishesa-nirvana (nirvana without remainder, or final nirvana). Buddha said that Nirvana can be achieve by one’s own efforts. Nirvana/Shunyata lies within individual. One has to realize it. Buddha mainly taught people to rely on themselves instead of others. Nirvana is permanent & is equivalent to Permanent soul.
