Crossing-over never takes place in binary fission.

Crossing-over exclusively takes place during meiosis at pachytene subphase of Prophase -1 when exchange of gene takes place among the homologous chromosomes.

But binary fission is a mode of asexual reproduction that mean it involves only one parent so formation of homologous chromosomes never takes place.Thus crossing over never occurs in binary fission.
