Does development mean same to different people building a dam may be development for one and destruction for other how

it is very true that what may be development for one may be destructive for others. For example, the Multinational Companies are taking away land from poor farmers to build their industries. It is development for the company but is destruction for the poor farmers. Another example could be that in the case of the Sardar Sarovar Dam being built over river Narmada where the tribes are being forced to evacuate their villages. The dam being built is development for the country but is a destruction for the tribes.

Sometimes a development of one may be not a development for another and even it might be destruction for other.
But sometime development of one may not harm or destruct any one.
It is not necessarily that development for one may always be destructive to other.
Development may or may not be same. It depends on person and his situation.
