does development means the same to different people? explain

No development doesn't means same to different people different people can have different developmental goals and what is development for one person may be harmful for other. For example- Construction of dam on a river is considered a developmental activity for those who are getting benefits from it but at the other hand construction of dams creates many problems to people who live near the dam like they have to be displaced from their homes and their houses are demolished from the construction site.

No, development is different from different people. For example, we take a person who has some job. If he gets good job than existing job it is development for him. If a business man gets profits in marketing it is development for him.
Development is not only increasing technology, becoming richer or etc. But, development mean " The process of an event constituting a new stage in a changing situation in all aspects such as evolution, growth, enlargement, expansion, success"
