No, diffused reflection is not due to failure of laws of reflection.
The laws of reflection are followed in every situation. Hence, diffused reflection does not mean the failure of the laws of reflection. It is caused by irregularities in the reflecting surface.

No , Diffused or Irregular reflection does not mean the failure of the laws of reflection .
Laws of Reflection :
1) Incident ray , Reflected ray and the normal all lie on the same plan .
= Hence , for at a point , incident ray , reflected ray and normal show the behaviour same as that at regular reflection . Each Ray Of Light at some small point in irregular surface , shows the reflection . Due to this , this law cannot be violated .
2) The angle of Incidence = The angle of reflection .
= Although , one ray of light can show the point on irregular surface where incident ray and reflected ray , once met . For this , that law , also cannot be violated .
We see unknown picture on broken mirror . Here , Reflection also also without violating laws of Reflection .
Regular Reflection and Irregular Reflection only based on the arrangement of incidence and reflected Ray and each ray's direction .
