the hollow pipe is a conductor then YES. The current won't flow inside the free space in the hollow pipe but it will flow through the pipe material.

Even the HV lines that run across large distances are infact hollow.( To reduce the effect of self inductance and to save conductor material.)

You might have observed large towers/steel structures carrying electrical lines when you travel across a state /city those are HV lines (high voltage) and they are hollow.
