because in some cases it is not so eg in case of cycle and ground it helps in motion.

eg:consider a case in which two cubes are plaxed one above the other.when a force is applied on the lower cube it makes the cube move in+x direction and here the friction acts in-x direction but the upper cube moves in -x direction and its friction in +x direction i.e force applied to get a motion and friction moves in same direction
