Does Hall Effect increases the resistance of a wire?

Resistance of a wire is directly proportional to its length. Thus longer the wire, higher the resistance. As connecting a series resistance also increases the overall resistance, it would be fair enough to say that both have same effect if your conductor has negligible reactance.
