Does HF have a strong base?

In the case of HF the bond energy of H-F is greater than the hydration energy of fluoride ion. Hence HF doesn't dissociate to a large extent in water. F is more electronegative than Cl, and if the only factor were electronegativity, HF would bestronger than HCl. But it isn't, HF is a weakacid.
